Gartner has analyzed 30 offshore services locations and rated each using
10 criteria. Colombia continues to make strides in evolving as an IT global
delivery destination, providing favorable conditions for cost, a growing labor
pool, government support, cultural compatibility and a growth economy.
Key Findings:

■ Colombia’s focus has been to capitalize on the Spanish-speaking market for business process outsourcing (BPO), shared services centers and application services. Its English-speaking capabilities are low, but building business English skills is a top priority.

■ Multinational corporations (MNCs) in the high-tech and manufacturing sectors have established Colombia as a location for call center and transaction BPO work. However, relatively few service providers have exploited Colombia as a global delivery hub for nearshore delivery to the U.S., instead pursuing the local Colombian opportunity. Indigenous Colombian software, contact center and BPO service providers are gaining scale.

■ Two important economic factors will stimulate the market need for effective IT and a strong IT labor pool in Colombia: increasing foreign direct investment (FDI) and the recent ratification of the free trade agreement (FTA) with the U.S.
